You do know that plaza is surrounded by the government buildings of Cuba, right? It is the plaza for all big events, including Havana's two Papal visits.

That "photo op" is actually positive propaganda for the Cuban people who want rid of their government. Same as the photo of Reagan before the bust Lenin.
