No, I'm not talking about Biden, but rather, Ohio.
Listen to what he said:
“Look at what’s happening with Putin. While Putin is trying to undo our elections, he is undoing elections in Europe. Look at what’s happening in Hungary, look what’s happening in Poland, look what’s happening. You think that would happen on my watch or Barack’s watch? You can’t answer that, but I promise it wouldn’t have, and it didn’t.”
You realize he used "trying" on purpose showing that Putin attempted to undo the U.S. election, right? No? I didn't think so. He then went on to use "is" to describe Putin's undoing of those other elections. In other words, he is saying Putin tried (but wasn't able to) undo the U.S. election, but he is undoing other elections. Trying to do something is not the same as actually doing something.
Now, after being taught that, go back and listen to Biden's comment. He dramatically stresses the word "is" to show the difference between Putin having tried with the U.S. election vs. actually doing it in those other elections. Biden's point is that Putin wasn't successful in his meddling of elections under their (Obama and Biden) watch, but he has been able to do it under cheeto's watch.
