I haven't a clue. Hopefully, someone on here could answer. Might be an unexpected boom for all coal states. Plus transportation industry. (Rail and trucking).

I don't think they care. Low sulfur, high sulfur, they would probably burn babies to make power.

China is about tired of NK's shit. The last thing they want is to be dragged into a war started by that little piss ant.

The Chinese buy, and can use, coal from Powder River, Illinois and App basins. They mine most of their coal from Mongolia, which has massive reserves, but a horrible climate and topography for mining.
 
There is a company (or was, don't know if they are still around) called Mole Master from up around Parkersburg. They manufactured a machine that was dropped into corn and grain silos because they get damp and clog up. Anyway, the only other way to unclog it is to tie a rope around someone and lower them in. They shovel around till it starts to break loose then get hoisted back out. Very dangerous because if it collapses too quickly then the person in the silo is at huge risk for being sucked under with too much weight on them to be pulled back out.

So why this story? Well, about 15 years ago this company decided there was a huge, untapped market for their product in India where 100s each year died in silo accidents. Not only does a person die, but they stay in the grain until they come out the bottom, so product risk. They hired sales guys and sent over machines that they put out for free trials. The machines worked great. Problem is that no one bought any. The machine was around $1,800 bucks and it was just more cost effective to let people die.

China and India are both like the U.S. was in about 1910 in that regard. Difference is that extreme levels of excess human capital give them no reason to evolve.

I firmly believe they also have a culture that puts less emphasis on human life.
