Military was hurting and needed updated. Aircraft comes to mind, especially helicopters needed some serious maintenance. Russians and Chinese artillery were getting longer ranges. 17 years of war on terror there were several things that needed revamped and were neglected. Lots of maintenance issues and replacement issues needed.
