No, considering the majority of the biggest 50 cities are pretty stable year to year, Cleveland is always one of the worst.

Is a 110 degree Dallas still far better than a 75 degree Cleveland? Entirely.
 
Out of the 50 biggest cities in the U.S., Cleveland is one of the five most miserable.

Cleveland remains the only city where I have been driving through a neighborhood and felt it was necessary to steer with one hand...because I was holding a handgun in the other. Granted, I have never been lost in Detroit and I know where not to go in Chicago.

I know someone that lived in a fancy neighborhood on the lake, west of downtown. Great views from there, I visited once on the Fourth of July and watched the fireworks downtown from their place. She said it was fvxking brutal in the winter living on the lake.
