Baltimore doesn't need any help from rednecks. The city is full of them. It is one of, if not the most, non-diverse major cities in the country.
You have a ton of blacks, a decent amount of whites (many of whom are whitetrash), and then nearly nobody else.
The only saving grace of that city are the young professionals who live in fed hill, fell's point, and canton.
