The DoE has been tasked with auditing the VA and presenting their findings and recommendations to Congress. This is a huge process and we're only in the beginning phases.

I'm not sure Marine actually took the time to read the linked statement by the White House on "mandatory" items either. The first part of the statement appears to remove some congressional red tape in order for certain funding of the law (programs) to be freed up more quickly, in the case spending exceeds the current caps.

Of course I did. However I’m convinced Trump could murder a room full of people. Get caught on camera with knife in hand and you Trump zombies would still deny the fact he did it. It’s amazing how some of you refuse to see any wrong doing the man does.

Hyperbole is all you have. No way you actually read it beyond the headlines. And this article relies on mental midgets not reading beyond the headlines.
You linked us to yet another article that was already explained by actually reading the statements the white house sent to congress. The administration "eliminated" mandatory (red tape) items that make it easier for the Sec of VA to fund certain aspects of program if it exceeds preset limits on funding.

Section 152(a) of the Act, would add a provision, 38 U.S.C. 1703E(g)(2)(B)(iii), that purports to require the Secretary of Veterans Affairs (the “Secretary”) to obtain the approval of the chairmen of two congressional committees before expending more than $50 million of appropriated funds in a fiscal year on certain pilot programs. Under the separation of powers, the Congress may not make the approval of members of Congress a precondition to the execution of the law. Accordingly, I direct the Secretary to treat section 1703E(g)(2)(B)(iii) as advisory and non-binding while still heeding section 1703E(g)(2)(B)(ii), which requires the Secretary to notify the congressional committees before exceeding the spending cap.

Please tell us how this isn't for the benefit veterans?
