The same reason many people fail to accomplish something the first time they go after a goal.

Pretty safe to say, the last time, Trump trusted too many "repubs" that were ultimately working against his presidency behind his back. Listened to some wrong people (despite the ignorant claims that he listens to no one).

Different team in place with him, different policies, all focused-on execution.

The biggest threat to destroy home values lays with insurance companies and climate change and what is happening to it. More severe storms , fires , flooding and other things will and are already causing the price of insurance to go up or be cancelled . This will eventually drive the house prices down and people with thirty year mortgages will have a value of their home come down as low as zero in some cases.
