Yes it did, but if you listened to the whole report the increase was due to adding an additional 500,000 people to the looking for a job number that were not there in the previous month's numbers and statistics.

This means 500k more people attempting to get off the government tit and becoming productive. Something the dems don't want because they lose many of them at the voting booth.
