Black violence against black violence is being prosecuted. Police violence against blacks is not being prosecuted. That is what the protest is about.

I have had these debates countless times, have a ton of ammo from studies I am already well aware of, and know the end result of what the opponent is going to try and argue.
Incarceration rates are highly dependent on race and income disparity among the defendants. If you're white, you have a far lower chance of being incarcerated than a black charged with the same crime regardless of income. If you're rich, you have a far lower chance of being incarcerated than if you're poor and charged with the same crime.
That's basic shit and isn't really even debated, but rather, accepted by anyone who has spent any time on this subject.
They are convicted of a disproportionate amount of crimes compared to other races. If by "commit," you actually mean "convicted," then yes. If you believe that the justice system doesn't have any flaws in arrest and prosecution based on income/race, then the answer to your question is "yes."

I'd argue it is a cultural issue, and the issue at the top is the breakdown of the African-American family.
