This is a encouraging article on the subject . It credits both Trump and Biden so there is no political angle to it. With the coming of Nucor Steel to the Huntington area and the huge investment by INTEL in New Albany (near Columbus) I am hopeful. Maybe the silver lining in COVID is now companies are going to keep more of their production here in spite of higher labor costs. I mean if you can't get your product to market due to international issues then making it in the USA is a better option.

I also read about a natural gas power plant that is going to be built in Doddridge County and also saw where Berkshire Hathaway is going to open a plant in Jackson County where they will make titanium aerospace products.
