Yes, all Presidents take office under different circumstances, some in strong economies, some in weak. Others are dealing with wartime, some in extended periods of peace. The fact remains that 19 different men have assumed the office since 1908 and of those 19 the market performed worst, by a good margin, under Obama while Trump is only the third president to see double digit growth.
Most of the drop in the market had already occurred before Obama was elected. His uncertainty in dealing with the issues and ill conceived stimulus plan led to the market further tanking, so a good part of that decline is on him.
