It is not, no matter the TV shows that taught you, pronounced "cutter", like some teenaged girl with self image issues.
It's CUTT-ar.
At 2:27 the FP minister pronounces it himself.
It's much like most 2 syllable words in Arabic. The emphasis is on the 1st. BAGhdad, MOsul, ERbil, KATman-fvckin-du.
