Mueller never once thought he could compel these entities to actually show up in a U.S. court, much less them voluntarily submitting to jurisdiction, to ever even be arraigned on charges to begin with. Mueller had no way to make them come. Why would a company come stand trial when he couldn't make them? Hence he never thought it would see the inside of a courtroom. So he filed charges to look like he was making progress because he was certain he would not have to back up his charges.

Second, Concord is not the company I was talking about not existing in 2016. You seem to forget that he issued 13 indictments, not just one.
