The spending is agreed on by congress, and when it was agreed upon the deficit it would create was known. The idea that there’s some extra special double agreement later on that has to be made to actually perform the spending agreed to by congress is a fairy tale and Biden is a moron for caving.

I’d have like to have seen the strict timeline review period followed by approval if review wasn’t completed on time. You can’t regulate projects just cause you are worried about the Climate.
