Why waive the Jones Act for Florida and Texas hurricanes, but not for Puerto Rico?

Why waive the Jones Act for Florida and Texas hurricanes, but not for Puerto Rico?

My understanding is it is under review. The problem with Puerto Rico is logistics. They can't get the supplies and relief in there. And if they do the infrastructure is destroyed or damaged.

Other than that, I don't know. But, that is my guess.
