So, the proposals for a schedule were finalized. However, the most important thing, COVID and player safety, remains.

It's also a testament to how bad some of these AD's are run, considering the spending and apparent inability to know how to save money every now and then.

When you're department is usually flush with cash, pumping the brakes on spending is tough to do. You should know that. :p

wow, so they allow them to play but make them wait so late into the season that they still put the screws to Ohio State which may just have the best team this year.No way any team from the Big 10 is getting into the playoff with 6-7 games under their belt. Oh well this is a sad day for college sports IMO.

If say, Ohio State were to go 9-0, they would likely get into the playoff. Keep in mind, you may see other teams with 10 game schedules likely postpone a game or two, but they will have an opportunity to make them up, if they choose to do so. I'm guessing any team that goes unbeaten will get into the playoff, but it's rare you have more than a couple teams finish unbeaten. As usual, it comes down to the politics in the selection committee room. With ND competing in the ACC this year, it adds an additional wrinkle.

How are they going to play 9 games if they start playing at the end of October?

They may not finish the season. All it would take is a COVID outbreak or two at one of these schools and it'd push the schedule back.
Big 10 may end up as losers if they postponed the season, re-opened, and closed again due to uncontrollable management.
I guess we'll see.

They will be starting on October 24th, playing 9 consecutive weeks through December 19th. 8 game regular season, and then on 12-19, they'll play one additional game, with 1 vs 1 (East/West divisions) playing for the conference championship, with 2 vs 2, 3 vs 3, 4 vs 4, etc. also playing that same day to provide each team 9 games.

Obviously, no room for error, with no bye weeks. No fans at any games either.

Imagine, behind closed doors, what they're going to do about positive COVID cases and reporting. I doubt they get through this unscathed.

Once B10 saw other schools playing and them being left out, they changed their minds. They and pac 12 thought everyone would follow them. No chance the P12 does same.

This. This is typical midwestern arrogance. The B10, which still fancies itself as not only relevant, but central, to college football, thought the rest would just kowtow to its decree. The South laughed and played football. Lest it get understood to be yet less relevant than before, it quickly discovered some new super-secret protocols and got in line.

The only outlier in all this is the MWC. Most of the states it represents are, or at least used to be, centers of manliness and individualism. Late word today is that it will likewise grow a pair and announce it is playing as well.
