I actually agree with him here. My libertarian lean says if blacks want to smoke Newports, who cares. And he is right, ban them and there will be a black market and another reason to bust blacks.
At the end of the day Blacks arent making Cigarettes in their backyard if they are banned.
Someone will smuggle them in. There is already a booming cig running racket from low tax states to high tax places. The article said there is no real consideration of a federal ban, just local bans. So if say Chicago bans them, people will go to Indiana, buy 20 cartons, and sell them at a premium in Chicago. And become instant felons when they get caught.
People have been selling $5 Boxes and $.50 loosies of Newport for as long as I can remember.
Honestly I see nothing wrong with it.
