After watching the videos, I believe the wind may have played a huge part in the assassin missing his targets. It was really blowing hard at the time of the shootings.

That and he was a 66 yo who couldn't shoot for crap. Wind isn't much of a factor at the distance he was shooting. It's not like he was shooting 700 yards.
