I'll answer for him. It's great trump is playing quadruple 4d chess and it makes sense because he's trying to make china comfortable and then bam hit them in the mouth with something like tariffs on drywall.
I believe you're already aware (and intentionally leaving out) that Trump is wanting a US company to buy out TikTok's American division, forcing them to give up those servers. Trump has apparently spoken about how TikTok was a helpful social media tool for his successful campaign.
Personally, I still don't like the idea and disagree with Trump's decision to help save it.
I have made it clear, I am not a fan of Tik Tok. Unfortunately China, our greatest threat by far, has infiltrated ever aspect of American life through trade, social media, industry, financial, patents and technology, etc. This country went to bed with the devil decades ago out of the though trade and doing business is good for everyone. There is merit to that, no doubt. But, China has made it clear they want to be the lone world super power. Our relationship with them is complicated. But, make no mistake at the end of they day they are an enemy. We are heading on a collision course.

Biden isn’t going to enforce it (who’s ever done anything their last week on the job though) so it’ll be up to Trump if he wants to.
Legislation is passed. It has to be before SCOTUS can rule. Now it comes down to the executive branch to enforce it.
