It is my understanding that most special prosecutors historically have been given very focused parameters for investigating a specific case. This is the problem I have with this specific situation overall, regardless if it ensnares Democrats (from a decade ago occurrence).
It's why I've said Dems better be careful what they were championing here. Their own desire for a Trump political witch hunt could end up snagging them. I find the whole "special prosecutor" designation and power granted to be troubling.
Scalia's dissent regarding special prosecutors said it best:
“Nothing is so politically effective as the ability to charge that one’s opponent and his associates are not merely wrongheaded, naive, ineffective, but, in all probability, ‘crooks,’” Scalia warned. “And nothing so effectively gives an appearance of validity to such charges as a Justice Department investigation and, even better, prosecution.
