In this case it is specific to Presidents of the USA.

It doesn't matter. You could be clearly referencing President Obama and simply say "The president will be here around noon." It doesn't matter. Unless it is immediately preceding a name, it isn't capitalized.

It is the first word of a sentence. Yes, it should be capitalized.

Wrong. After a colon, the first word is not capitalized unless it is a proper noun. You’d have a fair argument if it happened to be a direct quote, but since you didn’t use quotes (and since it wasn’t your argument), that isn’t the case.
