According to criminal complaints filed in Cabell County Magistrate Court, officers responded to the scene of a motor vehicle crash that resulted in property damage at an unlisted location. A black Chrysler 300 suspected to be involved in the incident was later pulled over at about 1:20 a.m. Sunday in the 1400 block of 4 ½ Alley in Huntington.
As police conducted the traffic stop, they found Allen was the driver and appeared to be impaired. A breathalyzer test indicated he had a blood alcohol content of .167, more than twice the legal limit in West Virginia.
Officers later found he had no license and possessed only an ID from Texas, the same state in which the vehicle is registered.
