I always assumed the athletic director made that decision, but have no idea really.

I would say if we don't win the East you are likely right... All the other teams in the East that will be bowl eligible have already "taken their turn."

There is a list. Assuming that “power 5” teams all fill their slots, CUSA in 2020 gets:

Bahamas vs. MAC
Hawaii vs MWC (Hawaii if eligiable)
New Mexico vs. MWC
Independence vs. BYU or last choice SEC
New Orleans vs. Sun Belt

After that the rest go into a pot with the rest of the G5s for 5 similar minor bowls, and then if any leagues cannot fill all their slots, and CUSA would have more than 10 6 win teams (ain’t happening) peal off slots, bottom to top.

ALL, G5 leagues have similar lists of bowls. It is what it is.
