I believe WV has skilled workers, but likely needs more. The problem is that there's less and less places for the skilled workers to work in WV.
As for being uneducated, the big issue is that there's a nice percentage of WVians that acquire an education, but are forced to leave the state in order to find a job that suits their education and perceived worth. I'm one of those people. Hell, with what I went to school for, there were zero options to work in my field in the entire state of WV. That's changed slightly during the last 20 years, but it's still limited, which begs the question: Why would a WV school of higher learning have programs where there's no industry in the state to feed the graduates?
