THE BEST REASON THEY CAN COME UP WITH IS TO PREVENT HEARING LOSS AMONG HUNTERS.

If you want to make the analogy apt then tell me...which car do we ban? Do we ban the Ford because it was the one that ran over the child? What happens when someone then runs over a child with a Toyota? Do we ban every car in the country now?
Better yet...there's a child somewhere about to get hit by a car. Go stop it. We can't tell you which road it's on...just somewhere in the United States. Do something. Maybe we shut down the WV Turnpike. What happens when it turns out the child was getting run over in California?
This is not a simple issue and just doing something...anything...isn't going to stop it. Passing a law that says, "Anyone who runs over a child will be faced with very severe punishment...and we really mean it!" isn't going to change the fact that if someone wants to run over that child they will...or find another way to do it.
