There's no doubt that legislation wouldn't exist without republicans voting for it in 1964....those republicans were heroes.It was more than Byrd Chevy. the House Rules Committee tried to keep it buried.. The committee's chairman, segregationist Howard Smith from Virginia (D) , had allowed the bill to fester aimlessly.

Can't locate the video, but I remember watching a program where a former Dirksen page was sharing a story of Dirksen and LBJ. Dirksen called LBJ up and told him he wasn't going to vote for whatever program he was pushing and that was it and then slammed down the phone. Then he told the page, "watch this". In a few minutes a big foot kicked open the door, two basset hounds entered followed by LBJ who had a bottle of bourbon with him. LBJ slammed the bottle on Dirksen's desk and said.....now, we're going to talk about this (or something to that effect). It was pretty incredible how the parties were able work together then.
