The Executive Branch's Cabinet is made up of the president, vice-president and appointed, not elected, department secretaries that recommend and even make policy. That makes the cabinet a bureaucracy and since the president, and vice-president in the president's absence, head the cabinet and its policy making work they are de facto bureaucrats. A further argument could be made that Executive Orders which bypass the normal legislation process also make the president a de facto bureaucrat.

So one could make the argument that Joe Biden has been a bureaucrat while in Washington, just maybe not his entire time there.

That said, @raleighherdfan seems to be more correct than you are in context. Point to him.

This thread digs a little deeper on the trucking side. It explains that trucks have to be CA emissions compliant, meaning less than 3 years old.

I looked into this some, not seeing this three year rule for CA. I see 2010 as the latest acceptable powertrain.

On-road diesel vehicles with a GVWR that is 14,001+ lbs. must reduce exhaust emissions by meeting particulate matter (PM) filter requirements and upgrading to newer engines. Vehicles with 2010 engine model year (EMY) or newer are fully compliant.

The same is true for HD Trucks.

Perhaps it's a dock requirement...

I don't know what the trucks serving the docks average, but for an OTR tractor those dates are about right for rebuild or replacement of the engine anyways.

And arguing about who was the biggest welfare president is something. Trump and Biden both were big into the food stamps and masks. Trump handed his out faster. Faster in the welfare handouts.

Trump turned us into a mask wearing, afraid of getting a cold country. He let it happen. Terrible. Total failure and now it's really not much worth it to live in this shit.
