7000 employees already based in Texas, only 2000 based in California, and nearly 1000 are going to stay in California even after this move?

Yeah, sounds like they were already Texas based. The company I last worked for had 400 employees in Texas, 50 in New York, 120 in California, and 130 remote. We claimed "headquartered in California," but we were by far a Texas based company.
