Well, bail has to be reasonable. That's in the Constitution. At least he had a bail instead of ROR, too much of that going on for violent offenses.
And it's not an excuse, it is just what idiots do. Anyone that has ever watched COPS or Live PD has seen this shit, someone with a minor warrant runs and ends up with a slew of felonies instead. You can't fix stupid...you can kill it or incarcerate it.
