Honest question: How would reductions changed to the federal income tax laws have some a negative impact on a states budget?

Any writeoffs, deductions etc that went into law under the trump tax break would only apply to federal tax rates correct ?

The issue is that the new $10K limitation on state and local tax deductions at the federal level has caused their rich residents to flee the state.

Previously, rich New Yorker could pay his $500K NY tax bill, but deduct it entirely on his federal tax return. Presuming he has a top rate of 35%, that means this new $10K limitation has cost him an additional ~$170K in federal income tax. Essentially, the federal government was subsidizing state income taxes.

Cuomo presumes this is driving their rich residents away into lower tax states.

The point appears to be....the Asians, Russians, and Arabs have driven up market prices....anyone else previously wealthy enough to buy but that is now frozen out of the market appears to be looking to find somewhere else to live.
