Nassar was investigated by the FBI because 1. he traveled to Rio and molested a gymnast (travelling outside of the US to engage in sexual acts with a minor is a federal crime), and 2. he had child porn, including images of girls he molested (CP is a federal crime). Nassar was also charged in state court for the non-federal offenses, which should be obvious AF as your link contains a photo of him in court accompanied by a Michigan deputy and not a US Marshal.
