She mishandled sensitive information, that's what she, at minimum, did wrong (that's not counting the Keyhole SATINT she and her staffers had). It's very telling that the info has been retroactively classified, it was sensitive and valuable to begin with. Why is that so hard for people to grasp? Intelligence is like a detective building a case by collecting data and turning it into an overall picture. You follow the sensitive breadcrumbs until you build actionable intel. That's the very reason government employees are REQUIRED to use government provided laptops, cellphones, etc.., because they and the NIPR/SIPR network are constantly monitored. Sidestepping that requirement compromises intel. She seriously fvcked up and there's no one in the intel or military world that thinks otherwise.
