The federal government stepped in to pay miners' pensions from union mines that went under 1) because pensions are unsustainable; and 2) because obama killed the coal industry with the EPA. My dad's mines were proudly non-union, so he didn't make ridiculous promises to them that he couldn't keep. They were given a defined benefit contribution plan that they were able to take with them when the coal industry collapsed.
