It is not illegal to have large sums of cash in the United States.Recreational is one thing, possession of several pounds and 21k in cash is a distributor. I agree with others, drug possession compared to other violent crimes shouldn't necessarily mandate prison time. Confiscate the weed and cash and send him on his way. Hopefully lesson learned.

The majority of shootings in this country, the majority of property crimes in this country, have their basis in drugs of one form or another. Drugs, including lowly weed, are a high income business. Rival distributors fight for turf, supply, etc.
