No, it wasn't in this case. He could open up more permits and access to drilling here and the reserve needs replinished also. It was not meant to cover for the federal EPA not permitting oil drilling. It was ultimatley meant in case the shit hits the fan and we have to fight a war at the end of day to power planes, tanks, trucks, and the war fighting machine to defend ourselves.

It has been used to aleviate prices in some cases. But, again Mush could fix that by fast trackign drilling here among other things.

It was not meant to cover for him not allowing drilling here and we have to get it back up to speed.
