This is a good and sound ruling. Town needs to worry about actual problems instead of a mural sign on a business.
I initially read your statement as "this is a good and sound rule" and thought you were going to justify the regulation.
 
Nill. I am anti rinky dink local governmental laws such as these. Conway is a quirky mountain town and shouldn’t mind a quirky business sign.
They should have trolled the local government by teaming up with the farm stand that is next door to them. The farm stand could have put the pastry mural above their building with and arrow pointing towards the bakery, the bakery could put a mural depicting farm stand stuff with an arrow pointing towards the farm stand.
