Looks like fiber optic innerduct or flexible natural gas lines that were stored under the interstate caught fire. I'll put my money on bum-fire or kids.

Someone on twitter posted a pic (I can't find it now) that something was on fire (like a dumpster) under the interstate and it caught the rubber flashing on fire, which caught everything else on fire.
