The number one reason people leave is housing costs. Some state-wide policies have contributed to that. I’d argue that a much larger contribution has been NIMBY/FYGM city laws that stop affordable housing from being built, which in the last couple years the state has restricted the authority of cities more when it comes to being about to stop that.
For the policies that have impacted housing costs, the question is if they were worth it. Some probably have been, some probably haven’t been. But population decline isn’t really a problem for the state right now. We still have a lot of people. I can’t think of a single sign of problems related to population decline that CA is currently facing, and some things like housing costs will somewhat self-correct if enough people actually leave.
