In regard to his words and action regarding terrorist activities world wide and on the home front, one can only come to a few conclusions about Obama.
Any of these scenarios or a combination are the only things it can lead to.
1)He is willing to give up a few attacks and not perform larger scale operations world wide. In other words. He will give up 50 dead here and there in order to save the world from a larger scale conflict.
2)He is somewhat sympathetic to the cause of the terrorist and he believes we have brought these actions upon ourselves.
3)A combination of the above combined he is the modern day Neville Chamberlain. Hopefully the go away and we can kill them with our kindness.
4)He is sees terrorism as a small nuisance in the world and it is just something we have to live with in modern times.
5)He is milking the clock on his presidency and just doesn't want to deal with it.
His lasting legacy is going to be tainted with his inability or unwillingness to deal with this world wide problem.
