Section Five is for Congress to have the power to force states to enforce the other provisions of the 14th. So basically you are arguing for Congress to force states to keep Trump off the ballot.

Yes, there is, because even if congress passes an amendment stating something, unless something in the Constitution gives them the power to pass laws regarding it they still can’t. If it weren’t there then any enforcement of alleged violations of the amendments would be up to SCOTUS to interpret and resolve.
It’s included in several amendments where it is clear that congress is not reserving this right solely for itself, like the 19th, 24th and 26th at least.
