I don't know how you can decide if someone is likely to need public assistance or not. A lot of these construction working Hispanics make good money. And studies show poor immigrants are less likely to need assistance than poor whites and blacks (below). Of course, Trump isn't going to tell the white trash that voted for him that. So hell if I know how they are plan to do that.

On the second part, I would like to see a stipulation that if you bring in an immigrant on a work visa, fire the American he replaces, and pay the immigrant less, you will be hanged. Or something less drastic. But that's clearly bullshit when that happens and is a misuse of that program to the point I think it should be considered fraud.
