Nope it's a capitulation. He doesn't need to be negotiating in public.

He is still undermining his argument and negotiating in public when he comes out and says hey tariffs are x and then two weeks later says you no what let's make them y instead
What argument is he undermining?
He hasn’t moved the tariffs lower. They are still as high as they were last week.
By showing a willingness to be reasonable before you sit down at the table you are placing your opponent in a position where they also need to be willing to be reasonable or they will take the brunt of the blame for any failure in the negotiation.
It amazes me that a grown azz man that I assume has bought many things in his life doesn’t understand the most basic tactics.

The original tariffs showed him as completely unreasonable. It’s the equivalent of walking into a dealership and seeing a $100,000 car and screaming “I’ll give you $30,000! You need this sale!” Then while they’re staring at you and blinking yelling “Ok $70,000!”
They were high by design.
But, go look and see where they are at what they were and get back with us.
