It's hilarious watching rifle look at statistics and state with blanket authority what constitutes "wealthy" and "poor." Cost of living isn't a factor whatsoever in his assessment.
The cost of living isn't much different between the vast majority of upstate NY counties and West Virginia. It dilutes the argument to try and argue such small differences in cost of living, especially since the per capita incomes have such a big disparity.
But feel free to do the same comparison I did months ago. You can only reach one conclusion; even with small cost of living differences, upstate NY is far wealthier, far more educated, far more populated, far safer, and far better than Huntington (and most of the rest of the shithole known as West Virginia).

I was born in Elmira. I lived in Canarsie, Brooklyn until I was twelve. I moved right before starting middle school and right before my brother started high school. Painted Post is a village; it's like saying somebody isn't from Huntington if they live in Spring Valley. The community I lived in (Gang Mills) is part of Painted Post which is part of Erwin which is part of Corning. The community I lived in has about 5000 people . . . which again is just a community of a part of a bigger town/village/city. Hell, my high school has/had nearly 2000 students and wasn't the only high school in town, yet Fever thinks I am from somewhere with 5000 people . . . and the median household income in just my COMMUNITY is significantly more than twice as much as that in Huntington, further proving my point.
"Hayseed cornfield" is about as accurate as calling Huntington a prosperous, safe city. It is more like vineyards. Corning is part of the Finger Lakes, a winery-heavy resort area which includes properties of many Hollywood actors, professional athletes, and politicians/political commentators.
