As is, a person voting for Trump in California can either vote or not, it will make no difference to the overall winner of the election. Those EV are going to Biden either way. Same with a Biden voter in Alabama. Their vote makes no difference.

If we had either a popular vote or proportional EV, the vote would matter. It would matter how many Republicans in California or Democrats in Alabama voted.
