How much worse off are you at the end of '17 in comparison to the end of '16?

Why would those plants make improvements before that repeal took place, particularly when it was not certain the Clean Power Plan would be repealed, and it's STILL not certain? The repeal has been PROPOSED. If it is actually repealed, it will still be months from now, and the EPA has not proposed a timeline. Try again. Moron.
