Are the clerks in Cabell County and Lawrence County arbitrarily setting the rules or do the laws make it more difficult to obtain a Marriage License in those counties than the laws in Kentucky?
You don't need a blood test in Kentucky so you can get your license and get married immediately. In Ohio and WV you need a blood test, so you have to wait for those results. A lot of couples who are not going to have a ceremony, often older couples on a second, or higher, marriage will just go to KY.
As to another thing mentioned in this thread, a marriage license issued in KY is valid in every county and can be obtained in any county, not just the county of residence.
