Can I deduct Medicare and medical insurance premiums that are reimbursed from a MPR account that my employer set aside for me (since they did away with the "health card" they promised and later created this medical premium reimbursement (MPR) account)?

since they are "reimbursed by your employer's mpr" -likely not. BUT
it depends on the plan. so - call your employer and ask them to be
sure.
