The Wall Street Journal was reporting the State Department had concerns about the optics of it but the White House moved forward any way.

Even if you give them the benefit of the doubt that it was just a payment for a failed arms deal AND we are getting a bargain with the payment, they should have waited until well after the release as to not send our adversaries such a dangerous message.
