My understanding is the 400m was paid the same day, but later. It doesn't make any sense to me that the second plane (the one you're assuming was full of cash) was instrumental in the exchange if the 400m was paid after the release. Especially when Saeed stated he did not hear or see a second plane while he was waiting.
Extra let's use a little analogy. Let's say you have some scrap wood laying around and you make a bed frame for a little boy. That boy's parents just happen to owe you money for something that happened 40 years ago but they pay you when you deliver the bed. To outsiders would it not appear they are paying you for the bed?
If Saeed was in Switzerland he wouldn't be waiting at an iranian airport for a plane to land........*unless he was a double agent.*

So how long do you think the U S should have waited to pay the 400m, you know, so it wouldn't look like a ransom?
If they had waited a month, conservatives would have said how about waiting 6 months. If they had waited six month, conservatives would have said wait a year or more.
Probably but it's much easier to argue that it was a payment due to an arms deal instead of a ransom
